The ice cleats themselves matter too. Ice cleats without aggressive, self-cleaning treads struggle in deep snow or on ice with snow on top, coil-style ice cleats are ineffective on black ice and cold, dense ice, and poorly designed ice cleats lose grip on rough, uneven ice.

Here's what I consider:
The straps must hug the footwear closely enough that they don't get in the way of moving between the pedals, especially in an emergency.
The studs shouldn't dig into the rubber on the pedals, which would also slow your foot between pedals.
Less important, the studs shouldn't tear up the rubber on the pedals.
Heel-only ice cleats are the safest to wear while driving because there are no forefoot straps to catch and no forefoot studs to stick to the pedals. The downside is that they're less effective and make you walk flat-footed to keep the studs on the ice. The final decision is up to the individual or the company's safety manager.
